Wisconsin DNR says properly documented fish caught legally in another state do not count toward your Wisconsin possession limit while traveling through Wisconsin, even if you stop to fish in Wisconsin.

Wisconsin year-round research lakes can have some of the most unusual rules
Escanaba Lake
Three walleye from 15 inches but under 20 may be kept, plus one over 24, until DNR announces the annual quota is reached; after that, walleye becomes catch-and-release.
Special lead-tackle restrictions also apply.
Nebish Lake
No smallmouth minimum, but fish from 9–12 inches cannot be kept. Live fish/minnow bait is prohibited.

License reciprocity does not make the regulations identical
Wisconsin has reciprocity arrangements with Iowa and Minnesota for covered Mississippi River boundary waters. A valid qualifying license from an adjacent state can allow fishing in the defined boundary area.
DNR describes Mississippi River boundary waters using the railroad tracks paralleling both sides of the river.
A resident still needs the resident license of their own state while fishing their state’s boundary waters.
The states do not necessarily use identical size, bag or season rules. Follow the regulation for the jurisdiction you are fishing.

Adding lake/river water or other fish can affect that privilege.
Different rules
Wisconsin provides specific routes for properly preserved bait, bait used on the water where collected and certain minnows that die during the same trip.
The launch-ramp drain rule

If you intend to keep a legal sturgeon
Have the applicable Wisconsin fishing license unless exempt.
Purchase the correct inland or WI/MI sturgeon harvest privilege if you intend to keep a fish.
Confirm the currently applicable harvest-water and minimum-length rule before keeping the fish.
DNR instructs anglers to validate the carcass tag immediately after harvest and before moving the sturgeon.
