Shaver Lake fishing: map your access, pick a species & know your first move
Shaver Lake is a 5,500-foot Sierra reservoir where a good trip depends on more than finding a pin on Google Maps. Boat access, water level, trout planting, open-water kokanee depth and heavy summer recreation all affect where you should begin.
This guide gives you an actual trip sequence: choose an access point, check current lake conditions, verify stocking and regulations, then follow a first-90-minute plan for trout, kokanee or bass.
Answer these five questions before driving up Highway 168
Boat or bank?
This determines which access site makes sense before tackle even matters.
Shore → County access / Dorabelle
Which fish?
Kokanee, trout and Smallmouth Bass require very different searches.
Trout → depth/stocking
Bass → rock
What is the lake doing?
Check the current SCE lake-level tool rather than relying on a photo from last month.
Was trout stocked?
Use the CDFW schedule to decide whether stocked trout should influence your first bank.
What can you keep?
Open current regulations before a fish goes into the cooler.
Where should you go first?
County Launch Ramp
Use the north-end public facility for the simplest general-public boat launch.
45795 Tollhouse RoadCounty shoreline access
Fresno County specifically says the launch facility provides foot access to shoreline fishing.
Dorabelle
Good fit when fishing is part of a campground/day-use trip.
Camp Edison entrance
SCE explicitly says there is no walk-in lake access at the Camp Edison entrance.

SCE expected Shaver Lake to stay high through late summer
Southern California Edison’s Big Creek Project 2026 Water Year Outlook, prepared from its April 8 projection, forecast Shaver Lake near full capacity through the core summer recreation season.
How to check Shaver Lake’s current level before towing a boat
This opens the annual Water Year Outlook for planning context.
The Water Year Outlook itself tells users to use the live public flow/level system for up-to-date conditions.
A difference can explain newly exposed shoreline, flooded cover or a launch condition that looks different from your previous trip.
Call Sierra Marina at 559-841-3324 before towing the boat into the mountains.
Shaver Lake trout stocking actually listed in 2026
CDFW’s public Fish Planting Schedule contains multiple Shaver Lake trout entries in 2026. These are much more useful than saying the lake is simply “stocked.”

How to check Shaver Lake stocking yourself
This removes hundreds of unrelated California waters.
Read the date range and species column.
A plant many months ago should not be described as a “freshly stocked” condition.
If that section is crowded or unproductive, move. Stocked trout disperse.
Shaver Lake fishing plan by species
Best simple target
Good fit for shore anglers and newer visitors because CDFW actively plants trout at Shaver Lake.
Boat-first target
Kokanee are open-water schooling fish. Sonar and controlled trolling depth are much more useful than asking for one shoreline landmark.
Rock + transition target
Smallmouth give both boat and mobile bank anglers a useful alternative when trout or kokanee are inactive.
Family backup
Bluegill and catfish provide a simpler backup when the cold-water fish are not cooperating.
Find the school depth before choosing the lure
In warm-season reservoir fishing, the correct depth band can matter more than owning another box of tackle.
1. Idle and graph.
2. Find bait/fish marks.
3. Note exact depth.
4. Put lure into that band.
5. Troll about 0.8–1.5 mph as a starting range.
6. Adjust speed/depth before abandoning marked fish.

Plan 1 — no boat, two-hour session
Plan 2 — morning trolling trip
Plan 3 — bass search
Plan 4 — easiest low-stress trip
The Shaver Lake rule most generic fishing pages miss
Black Bass
5 fish daily No minimum sizeThe currently published California black-bass regulation specifically lists Shaver Lake as open all year with no size minimum and a five-fish bag limit.
Kokanee
5 daily 10 possessionCDFW’s current statewide landlocked-salmon rule lists an all-year season and no size minimum unless a named-water exception applies.
Rainbow / Brown Trout
Common baseline: 5 dailyCDFW notes that most California lakes, rivers and streams use a five-trout daily bag and ten-trout possession baseline, but water-specific rules must still be checked before fishing.
How to verify Shaver Lake rules without reading the entire booklet
Search or zoom to Shaver Lake, Fresno County.
Black Bass is especially important because Shaver has a named special rule.
Keep the current rule available at the ramp and on the water.
Choose by trip length—not by habit
Who normally needs a license?
CDFW generally requires a sport fishing license for people age 16 and older attempting to take fish in California inland waters unless a legal exemption applies.
Second Rod Validation
$20.26It can allow two rods/lines in qualifying inland waters. It does not override a water where two rods are prohibited or where special artificial-lure/barbless restrictions prevent its use.
Buying a California license for a Shaver Lake trip
A nonresident fishing one day does not need to default to a $174.14 annual license.
CDFW’s License App can display supported sport-fishing licenses and validations.
Shaver Lake conditions can differ sharply from Fresno
Elevation
~5,500 ftUse Shaver Lake weather—not Fresno Valley temperature—as your clothing guide.
Shoreline
~22 milesEnough water to justify moving rather than remaining at one crowded bank.
Summer traffic
Fishing shares the lakeWater skiing, jet skis, boating, kayaking and swimming create midday traffic.
Dam safety
Obey buoysSCE warns of sudden water movement, submerged hazards and changing conditions near dams/powerhouses.
Don’t spend six hours proving the first idea was wrong
Confirm depth, bait presence and whether your lure is actually in the useful water.
Depth, speed, location or presentation—don’t randomly change everything at once.
Kokanee → trout/bass.
Trout bank → next public shoreline.
Bass → deeper rock/shade.
What to do when the problem isn’t the fish
Ramp looks different than expected
Check SCE current level, then call Sierra Marina before attempting an unfamiliar launch.
Bank is crowded
Use the 22-mile shoreline reality to your advantage: relocate to another authorized section.
Kokanee are not on sonar
Don’t deploy a six-rod trolling spread. Search first.
Trout plant was months ago
Stop treating the stocking location like a fresh plant. Search contours and cooler water.
Midday wake is excessive
Move into protected water or schedule the primary fishing window earlier.
Camp Edison gate isn’t your access
Route to the public County ramp or another authorized public access area.
Call the agency that controls the problem
Best call for launch-area practical questions.
Extension 6 for campground questions.
Facility-specific campground information.
Forest conditions, weather-related closure and fire restriction questions.
“I’m coming to Shaver Lake on [date] with a [boat/kayak]. Is the public launch operating normally, and is there anything about the current water level, access or parking that I should know before towing up?”

Answers anglers usually need before leaving home
Where should a first-time angler fish at Shaver Lake?
A first-time boat angler can use the Fresno County Shaver Lake Launch Ramp at 45795 Tollhouse Road and begin by choosing a target species before leaving the ramp. Shore anglers can use public shoreline access at the County launch area or the Dorabelle area. Trout anglers should check the current CDFW stocking schedule, while kokanee anglers should search open water with sonar rather than relying on one fixed shoreline spot.
Is the Shaver Lake public boat ramp free?
Fresno County states there are no fees for use of the public Shaver Lake launch ramps or parking facilities. The facility is at 45795 Tollhouse Road, and the County currently lists April through October hours of 7 a.m. to 7 p.m., seven days a week.
Was Shaver Lake stocked with trout in 2026?
Yes. The CDFW public Fish Planting Schedule lists multiple Shaver Lake trout planting windows during 2026, including January 11–17, February 1–7, March 1–7, March 8–14, April 5–11, April 19–25 and June 7–13. Stocking schedules can change, so anglers should check the live CDFW schedule before a trip.
What is the black bass limit at Shaver Lake?
Under the currently published California special black bass regulation, Shaver Lake is open all year for black bass, has a five-fish daily bag limit and no minimum size limit. Check the current CDFW freshwater regulations immediately before fishing because regulations can be amended.
How full is Shaver Lake expected to be in late summer 2026?
Southern California Edison’s April 8, 2026 Water Year Outlook projected Shaver Lake at 98 percent of full capacity on August 1 and 94 percent on September 1. These are planning forecasts, not live lake readings. SCE says actual levels can differ and directs visitors to its public water-flow and lake-level tool for current conditions.
Can I walk through Camp Edison just to fish Shaver Lake?
Do not rely on Camp Edison as casual walk-in lake access. Southern California Edison explicitly states there is no walk-in access to the lake at the Camp Edison entrance. Use established public access such as the Fresno County launch area or another authorized access point.
If your Shaver Lake plan cannot fit in one sentence, it probably isn’t ready
Bank trout example: County shoreline → verify recent CDFW plant → start on a depth transition before sunrise → move after 45–60 minutes if inactive.
Kokanee example: County Ramp → check current SCE level → graph open water → locate school → troll 0.8–1.5 mph at fish depth → bass/trout backup.
Smallmouth example: public access → rocky point/cove transition → cover water → slow down after contact → verify Shaver’s current special bass regulation.
Reviewed . Water level, trout plants, fire restrictions, road conditions and fishing regulations can change after publication, so the relevant official action pages above should be rechecked immediately before departure.
