Ontario Fishing Regulations: Seasons, Limits & Rules

Ontario 2026 regulations • 20 fishing zones

Ontario fishing rules start with your FMZ—not the fish alone

Ontario does not use one province-wide bass, walleye or pike season. The legal answer depends on your Fisheries Management Zone, exact waterbody, species, date, fish size and whether you hold a Sport or Conservation fishing licence.

20 FMZs Sport vs Conservation Waterbody exceptions Bait Management Zones Great Lakes rules Fish sanctuaries
Quick answer

The Ontario fishing rules that prevent the most mistakes

Fishing zones 20

Every trip starts by identifying the correct FMZ.

General lines 1

Exceptions allow two lines in specified Great Lakes/ice situations.

Hooks per line 4 max
Outdoors Card 3 years
One-day Sport No card

A one-day Sport licence does not require an Outdoors Card.

Fish sanctuary No fishing

Not even catch-and-release during the sanctuary period.

There is no safe “Ontario bass limit” shortcut. FMZ 10, FMZ 16, FMZ 17 and Lake Ontario’s FMZ 20 can use different bass seasons—and an individual lake or river can override its zone rule.
Exact-rule workflow

Use Ontario’s regulation system in this order

1 Locate the FMZ

Use Fish ON-Line or the official 20-zone map.

2 Find the species

Read the zone-wide season and S/C limits.

3 Check species exceptions

A species can have special rules on named waters.

4 Check waterbody exceptions

Size, season, gear and bait rules can all change.

5 Check bait / sanctuary

Live bait may be prohibited and sanctuary dates can close all fishing.

6 Apply your licence

Sport (S) and Conservation (C) limits can be different.

S vs C

Sport and Conservation licences do not give the same fish limits

SPORT • S

Full regulated limits

A Sport Fishing Licence is for anglers who want the normal catch and possession limit shown as S in the regulations.

Example format: S-4 means a Sport licence catch and possession limit of four, subject to any size restrictions.

S / C
CONSERVATION • C

Reduced limits

A Conservation Fishing Licence costs less but normally has reduced catch and possession privileges.

Example format: C-2 means the Conservation licence holder can possess no more than two under that rule.

Do not use the S number if you bought Conservation. Licence type is part of the regulation—not just a different price.
Decode Ontario notation

What does “S-4; none between 70–90 cm; max 1 over 90 cm” mean?

A Sport licence holder may possess four fish total, but fish in the protected 70–90 cm range must be immediately released and only one fish may be longer than 90 cm.

<70 cm
LEGAL SIZE
70–90 cm
RELEASE
>90 cm
MAX 1

Three numbers that mean different things

  • Catch limit: fish you catch and keep during the day.
  • Possession limit: total fish legally in your possession—including fish in your vehicle, cooler, refrigerator or freezer.
  • Size restriction: minimum, maximum or protected-slot length that decides whether a fish may legally be retained.
Catch math

Eating or giving away a fish does not erase it from today’s catch limit

Fish in cooler Counts
Fish eaten today Counts
Fish given away today Counts
Fish not immediately released Counts
Unless a rule specifically says otherwise, Ontario normally uses the same number for the species’ catch and possession limit. Fish already eaten or given away are no longer part of possession, but they remain part of the day’s catch calculation.

Who buys a licence?

Ontario age rules change for Canadian vs non-Canadian anglers

Ontario / Canadian resident under 18 No purchase

Carry qualifying government ID; Sport licence limits apply.

Ontario / Canadian resident 65+ No purchase

Carry qualifying government ID; Sport limits apply.

Non-Canadian resident 65+ Licence needed

The Canadian senior age exemption does not generally extend to non-Canadian visitors.

Non-Canadian youth under 18 Conditional

May fish without a licence when accompanied by a valid Ontario licence holder; kept fish count against that person’s limit.

Veterans and active Canadian Armed Forces members who reside in Ontario can use qualifying military/service identification in place of an Outdoors Card and recreational fishing licence and follow Sport limits.

A printed Licence Summary is acceptable.

NOT VALID

Photo / screenshot

Ontario specifically says a photograph or screenshot of the Licence Summary is not valid.

If carrying the PDF on a phone, you are responsible for keeping the device powered and usable when a conservation officer requests it. Saving the PDF offline avoids a no-signal problem at remote lakes.
2026 free fishing

Ontario’s four 2026 licence-free periods have passed

PASSED Feb. 14–16

Family Fishing Weekend.

PASSED May 9–10

Mother’s Day Weekend.

PASSED June 20–21

Father’s Day Weekend.

PASSED Jun. 27–Jul. 5

Ontario Family Fishing Week.

Reduced limits still applied. Canadian residents fishing during the licence-free periods must follow Conservation Fishing Licence catch and possession limits, not Sport limits.
20 Fisheries Management Zones

Never guess your zone from the nearest town

Ontario’s 20 FMZ boundaries follow fish-management geography, not simply municipal or tourism-region borders. One long lake or river system can sit beside another management zone. Use Fish ON-Line for the exact fishing location.

These are zone-wide starting rules. A species exception or named waterbody exception can still replace them.
What’s new in 2026

Ontario changed rules in several Fisheries Management Zones

FMZ 6

Species & waterbody changes

Whitefish Lake’s yellow perch species exception was removed; zone-wide yellow perch limits now apply there: S-50, C-25.

FMZ 7

Aurora trout rotation

Borealis Lake was closed as part of Ontario’s three-year aurora trout rotational cycle.

FMZ 8

Brook + aurora trout

Two lakes were added to brook trout additional fishing opportunities, while Lake 57 and Pack Can Lake entered the aurora trout closure cycle.

FMZ 9

Muskie / Black Bay

Ontario changed the zone-wide muskellunge size limit and revised Black Bay walleye and northern pike exceptions.

FMZ 10

Aurora trout lakes open

Carol Lake, Lake 21 and Sorley Lake are in the open part of the rotation: August 1–October 15, with S-1 and C-0.

Sanctuary update

Temporary fish sanctuaries were removed from Charleston and Opinicon Lakes for 2026.

A printed guide from a previous year is not safe for these waters. Use the 2026 summary or current Fish ON-Line result for the exact location.
Fish sanctuary ≠ catch-and-release zone

If the water is a fish sanctuary, do not fish

Harvest No
Catch & release No
Target another species No fishing
Ontario defines fish sanctuaries as waters or portions of waters where no fishing of any kind is permitted during the stated sanctuary period.
Province-wide tackle baseline

One line is the default—but Ontario has two-line exceptions

General angling 1 line

Province-wide starting rule.

Hooks on one line 4 max

Zone/waterbody restrictions can reduce this.

Great Lakes boat fishing 2 lines*

Two lines may be used from a boat in specified Great Lakes waters, subject to exceptions/restrictions.

Ice fishing 2 lines*

Allowed in most waters where permitted; you must remain within 60 metres of every line/tip-up and comply with local exceptions.

Never assume a Great Lakes or ice-fishing two-line privilege follows you into every tributary, special waterbody or restricted zone.
Bait Management Zones

Ontario’s bait rule is designed to stop organisms moving between waters

Know the BMZ

Determine the Bait Management Zone where the bait will be used.

Buy / collect legally

Non-residents must purchase bait within the BMZ where it will be used and retain the required receipt.

Do not move it illegally

Live/dead baitfish and leeches can be restricted from movement into or out of a BMZ.

Do not import as bait

It is illegal to bring crayfish, salamanders, live fish or leeches into Ontario for use as bait.

Do not dump bait

It is illegal to deposit/release bait or bait-bucket contents into or within 30 metres of Ontario waters.

Some waters ban live bait entirely

Zone-wide and waterbody-specific rules may prohibit possession or use of live fish as bait.

Northwest Ontario visitors: some FMZs add special rules for non-Canadian residents, including Crown-land camping limits and bait restrictions. Do not assume a visitor’s Sport licence always means Sport limits.
Invasive species

Some invasive fish cannot be possessed alive—or used as bait even when dead

Invasive carps + snakeheads

Bighead, black, grass and silver carp and snakeheads are subject to strict federal/provincial possession, transport and release restrictions.

Gobies, rudd & ruffe

Round goby, tubenose goby, rudd and ruffe may not be possessed, transported or released alive.

Never use them as bait

Ontario states the regulated invasive fish covered by these rules may not be possessed or used as bait even if dead.

Ontario fish measurement

Measure from closed mouth to the maximum tail tip

CLOSED MOUTH → COMPRESSED TAIL
Close the jaws
Measure from the tip of the mouth with jaws closed.
Compress the tail lobes
Ontario’s transport guidance says to compress the tail to obtain the maximum possible fish length.
Slot fish must go back immediately
If a fish falls inside a prohibited size range, release it immediately at the place of capture.
Cleaning & transporting fish

A bag of anonymous frozen fillets can create an enforcement problem

BETTER

Keep fish countable and identifiable

  • Package fish individually when practical.
  • Spread fillets flat in a clear freezer bag.
  • Leave a large patch of skin and scales attached.
  • Leave extra identifying features on difficult species when necessary.
AVOID

Do not hide the fish count

  • Do not freeze multiple fillets into one solid block.
  • Do not use opaque tubs/cartons that prevent easy inspection.
  • Do not remove every identifying feature from restricted species.
  • Do not package a size-regulated catch so its original legal length cannot be determined where required.
Conservation officers must be able to identify the number and species of fish in your possession. Where size limits apply, sufficient evidence of legal length may also be required unless one of Ontario’s stated transport/storage exceptions applies.
Live fish transport: moving live fish or spawn away from the water where it was caught requires applicable authorization such as a licence to transport live fish and, where relevant, stocking authorization.
U.S. / international visitor traps

Five Ontario rules non-Canadian visitors should check before driving north

65+?

Most non-Canadian seniors still need a licence.

Under 18?

Unlicensed youth catch can count against the accompanying licence holder’s limit.

Crown land?

Conservation limits can be mandatory in specified Northwestern Ontario areas.

Bringing bait?

Do not import live fish, leeches, crayfish or salamanders for bait.

Taking fish home?

Package the catch so Ontario officers can count and identify it.

Best regulation tool

Use Fish ON-Line before reading a 148-page guide from front to back

1. Search the lake

Find the exact Ontario waterbody.

2. Confirm FMZ

Do not infer the zone from a nearby city.

3. Check species

Review seasons, S/C limits and size restrictions.

4. Check exceptions

Read waterbody, bait and sanctuary restrictions before fishing.

Fish ON-Line also helps identify fish species known in a waterbody and is the safest starting point when two nearby lakes fall under different management rules.
Rotational season example

Aurora trout shows why “open last year” does not mean open in 2026

2026 OPEN CYCLE

Carol Lake

August 1–October 15. Sport limit 1; Conservation limit 0.

2026 OPEN CYCLE

Lake 21

August 1–October 15. Sport limit 1; Conservation limit 0.

2026 OPEN CYCLE

Sorley Lake

August 1–October 15. Sport limit 1; Conservation limit 0.

Ontario rotates selected aurora trout lakes on a multi-year cycle. Check the current year’s listing rather than relying on an old map, saved social-media post or previous trip.
Avoid these mistakes

Twelve Ontario fishing-regulation mistakes to avoid

Searching “Ontario bass limit” only

Bass seasons differ by FMZ and waterbody.

Ignoring S vs C

Conservation licence limits are usually lower.

Fishing inside a sanctuary

Sanctuary means no fishing, not catch-and-release.

Using a screenshot as licence proof

Carry the official Licence Summary PDF or printed copy.

Using two lines everywhere

One line is the general rule; two-line privileges are exceptions.

Fishing too far from an ice line

Where two-line ice fishing is legal, remain within 60 metres.

Bringing live bait across the border

Several live bait organisms cannot be imported for bait use.

Moving bait between BMZs

Bait movement restrictions are part of Ontario’s invasive-species control.

Dumping bait at the launch

Bait cannot be released within 30 metres of Ontario waters.

Giving fish away to reset today’s catch

Fish given away still count toward that day’s catch limit.

Freezing anonymous fillets together

Officers must be able to identify fish count and species.

Using last year’s exception

Ontario made multiple FMZ changes for 2026.

Ontario fishing regulation trip checklist

  • Locate the exact lake or river in Fish ON-Line and write down the correct FMZ.
  • Check your licence type: Sport or Conservation.
  • Save the zone-wide species rule including season, limit and size restriction.
  • Read species exceptions for your target fish.
  • Read the exact waterbody exception before assuming the zone-wide rule applies.
  • Check bait restrictions and BMZ movement rules before buying or collecting minnows/leeches.
  • Check for a fish sanctuary covering the exact date and water reach.
  • Carry the ministry-issued Licence Summary PDF offline—not a screenshot.
  • Carry a measuring board when your target species uses a minimum, maximum or protected slot.
  • Package retained fish for inspection with count/species identification preserved.
When the rule is unclear

Ask Ontario Natural Resources a location-specific question

Ontario regulations FAQ

Ontario fishing rules — practical answers

What are the Ontario fishing limits for 2026?

Ontario does not have one catch-limit table that applies to every lake and river. The province is divided into 20 Fisheries Management Zones. Identify the correct FMZ, then check the species’ zone-wide rule, species exceptions, waterbody exceptions, bait restrictions and fish sanctuaries. Sport and Conservation licence limits may also differ.

What does S and C mean in Ontario fishing regulations?

S means Sport Fishing Licence and C means Conservation Fishing Licence. Sport licences normally provide the full regulated catch and possession limit, while Conservation licences normally have reduced limits.

How many fishing lines can I use in Ontario?

One fishing line is the general province-wide rule and a line may have no more than four hooks. Exceptions allow two lines in specified Great Lakes boat-fishing situations and for ice fishing in many waters. Local FMZ and waterbody rules can impose additional restrictions.

How many lines can I use while ice fishing in Ontario?

Two lines may be used for ice fishing in most waters where the two-line rule is permitted. The angler must remain within 60 metres of any line or tip-up and must follow any FMZ or waterbody exception.

Do Ontario residents age 65 and older need a fishing licence?

Ontario and qualifying Canadian residents age 65 or older generally do not need to purchase an Outdoors Card or recreational fishing licence. They must carry qualifying government-issued identification showing their name and date of birth and follow Sport Fishing Licence limits. Most non-Canadian residents age 65 or older still require a licence.

Do children need an Ontario fishing licence?

Ontario and Canadian residents under age 18 generally do not need to buy an Outdoors Card or fishing licence and use qualifying government identification as a deemed licence. A non-Canadian resident under 18 may fish without a licence when accompanied by a person with a valid Ontario recreational fishing licence; fish the youth keeps count toward the accompanying licence holder’s limit unless the youth buys their own licence.

Can I use a screenshot of my Ontario fishing licence?

A screenshot or photograph of the Ontario Licence Summary is not valid digital proof. If using a mobile device, carry the official Licence Summary PDF supplied by the Fish and Wildlife Licensing Service. A printed copy is also acceptable.

Can I fish catch-and-release in an Ontario fish sanctuary?

No. A fish sanctuary is a waterbody or portion of a waterbody where no fishing of any kind is permitted during the stated sanctuary period. Catch-and-release fishing is therefore not allowed during the closure.

Can I bring live bait from the United States into Ontario?

Ontario prohibits bringing crayfish, salamanders, live fish or leeches into the province for use as bait. Additional Bait Management Zone rules restrict where baitfish and leeches can be purchased, moved and used.

Do fish I give away count toward my Ontario daily limit?

Yes. Ontario’s catch limit includes fish you keep, fish you eat, fish you give away and fish you do not immediately release. Giving a fish away does not reset your catch limit for that day.

How should I package fish for travel in Ontario?

Package fish so a conservation officer can determine the number and species. Ontario recommends individually packaged fish or fillets spread flat in clear freezer bags, with enough skin and scales left attached for identification. Size-restricted fish may also need to remain measurable as required by the transport rules.

Final Ontario rule

FMZ first. Fish second. Exception third.

Ontario’s regulations become much easier when you stop looking for one province-wide species number. Find the exact water in Fish ON-Line, confirm its FMZ, read the species rule, check all waterbody/bait/sanctuary exceptions, then apply the limit for your Sport or Conservation licence.

Research reviewed against Ontario’s effective-January-1, 2026 Fishing Regulations Summary, current regulation-change notices, licensing guidance, bait rules and transport requirements.
