The legal answer can change with the Atlantic or Gulf coast, management region, state or federal waters, freshwater lake, season, vessel limit, slot length and permit. Use this guide to find the rule before the fish reaches your cooler.

Many Atlantic reef-fish seasons and bag limits differ from the Gulf. Monroe County also follows special treatment for several grouper and reef-fish rules.

Gulf seasons for red snapper, gag grouper, greater amberjack and other reef fish can be very different from the Atlantic.

Federal waters begin where Florida state waters end. For many species, adjacent federal rules must be checked separately. A Florida license is still required to land saltwater species in Florida even when the fish was caught in federal waters.

Florida’s bass rule is not “five fish of any size”

The statewide bag is five black bass in combination, but only one fish may be 16 inches or longer.

Species-specific minimum

Suwannee, shoal, spotted and Choctaw bass under 12 inches total length may not be killed or possessed.

Chipola River: shoal bass harvest is prohibited on the Chipola River and its tributaries. Any shoal bass caught must be released immediately.
Wakulla River: Suwannee bass harvest is prohibited from the headsprings of Wakulla Springs downstream to the St. Marks River confluence.

Fish-cleaning rule

Some freshwater fish must remain identifiable until fishing is finished

FWC restricts filleting or removing the head or tail fin from black bass, striped/white bass and hybrids, peacock bass, and certain crappie/panfish where a minimum or slot limit applies until the angler has completed fishing for the day.

Why it matters: if enforcement cannot determine the original species or legal length, cleaning a regulated fish too early can create a compliance problem.

Snook permit: a snook permit is required in addition to the applicable saltwater fishing license when taking or attempting to take snook. FWC currently lists the annual permit at $10.
FWC specifically advises anglers to check whether snook is open in the intended region before purchasing the permit; license/permit sales are final.

Vessel limit can be lower than the number of anglers. Four anglers in a Tampa Bay boat do not get four redfish: the vessel cap is two.

Atlantic red snapper 2026

The proposed 39-day Atlantic EFP season was temporarily halted

FWC planned a 39-day 2026 Atlantic red snapper state-management season under a federal Exempted Fishing Permit. A federal court ruling on May 21 temporarily halted that EFP for Atlantic federal waters.

What was affected?

The special EFP-based expansion into Atlantic federal waters.

What was not affected?

FWC states the ruling did not affect the Gulf private recreational red snapper season or regulations in Atlantic state waters.

Best action

Check FWC’s live Snapper page before targeting Atlantic red snapper; do not use the originally published EFP calendar without confirming status.

Aggregate bag limits

“Two gag” does not mean two gag plus four other grouper

GULF

4-grouper aggregate

Florida’s Gulf framework limits the combined harvest to four grouper per person per day, with species-specific sublimits inside that total.

ATLANTIC

3 grouper/tilefish aggregate

Atlantic rules use a three-fish grouper/tilefish aggregate, again with individual species limits nested inside it.

Example: a Gulf gag bag limit of two operates within the four-grouper aggregate. It does not sit on top of the aggregate.
Private-vessel reef-fish checklist

Before bottom fishing for snapper, grouper or other reef fish

1 Saltwater privilege

Hold the appropriate license or legal exemption.

2 State Reef Fish Angler

Required for anglers 16+ fishing for covered reef fish from a private vessel; annual designation is free.

3 Correct hooks

Reef-fish hook requirements vary by Atlantic/Gulf area and natural-bait use.

4 Barotrauma tool

Descending-device/venting-tool requirements apply in specified reef fisheries.

5 Whole-condition rule

Reef fish generally must be landed with head and fins intact.

State Reef Fish Angler designation: FWC lists this as a no-cost annual designation for anglers age 16+ fishing for specified reef fish from a private vessel, with no exemption from the designation requirement.
Measure the way FWC measures

Total length and fork length are not interchangeable

Total length — TL

Measure from the most forward point of the head with mouth closed to the farthest tip of the compressed/squeezed tail.

Common TL fish include snappers, groupers, red drum, black drum, snook, seatrout, tripletail and flounder.

Fork length — FL

Measure from the tip of the jaw/snout with mouth closed to the center of the fork in the tail.

Used for amberjack, hogfish, cobia, pompano, king mackerel, Spanish mackerel and several others.

Lower-jaw fork length

Used for billfish such as sailfish and marlin: lower-jaw tip to the fork of the tail.

A fish that is legal at 24 inches FL is not automatically legal at 24 inches TL. Read the measurement abbreviation next to the species.
Spiny lobster — open now

Florida regular lobster season opened August 6

  • Carry a measuring device while harvesting.
  • Lobster must be landed whole; separating tail from body in state waters is prohibited.
  • Egg-bearing lobster may not be harvested or possessed.
  • Recreational trapping is prohibited.
Lobster harvest is prohibited year-round in several protected areas, including Everglades National Park, Dry Tortugas National Park, designated no-take areas in the Florida Keys National Marine Sanctuary and other listed sanctuaries/protection areas.
Location can override the species table

Florida special areas that deserve a second regulation check

Biscayne National Park

Several saltwater species have park-specific regulations. A seasonal fishing/possession closure applies in a designated area from March 1 through May 31 under the 2026 rule.

Western Dry Rocks

Fishing is prohibited within the marked Western Dry Rocks boundaries from April 1 through July 31.

Monroe County / Florida Keys

Grouper seasons, hogfish, lobster, spearfishing and sanctuary rules can differ from the rest of the Gulf coast.

Fish Management Areas

Freshwater FMAs can impose special bag, length, access, method and boating restrictions beyond statewide rules.

Indian River Lagoon

Red drum is currently catch-and-release only, while other nearby Florida regions permit limited harvest.

20-fathom Gulf break

Several Gulf grouper species carry a Feb. 1–Mar. 31 federal closure seaward of the 20-fathom break.

Florida requires an appropriate saltwater license to land saltwater species in Florida regardless of whether the fish was caught in state or federal waters, unless a lawful exemption applies.

“Fishing from shore” has a specific meaning for the no-cost resident license

Saltwater fishing from shoreline or a structure permanently affixed to shore.

Not covered

Fishing from a vessel or from shoreline that you reached by vessel.

Taking or attempting to take saltwater organisms while swimming or diving.

“Unregulated” does not mean unlimited

Florida has a default recreational limit for many species without a specific rule

For qualifying saltwater species without their own listed recreational regulation, FWC uses a default limit of:

Option A 2 fish

A person may take two fish even when their combined weight exceeds 100 pounds.

Option B 100 lb

For smaller species, the recreational limit can be 100 pounds regardless of the number of fish needed to reach that weight.

This default rule applies only when the species truly lacks a more specific regulation. Always search the species first.
