California regulations do not change in one annual batch. A rule can be proposed, adopted, reviewed by the Office of Administrative Law, filed, made effective, changed in-season or replaced by an emergency action.

Three places where California’s own webpages currently disagree
This is exactly why a regulation-change guide should not simply scrape the first CDFW table it finds.

California doubled the annual bear-tag opportunity — not the daily bag
After a successful harvest
Fill it out immediately and attach it as required.
Bear tag must be validated by a CDFW employee before ordinary transport, except transport to the nearest authorized validator.

Three 2026 elk changes are more useful than a giant quota dump
SHARE shotgun rule
For SHARE elk hunts, a shotgun capable of holding no more than three shells and firing single slugs is now an authorized method.
One elk tag per license year
An individual is eligible for only one elk tag per license year across Sections 364, 364.1, 555 and 555.1.
Balance of State
The regulation now defines a Balance of State Elk Management Zone as the portion of California outside the specifically defined elk-management areas.
The 2026 pronghorn proposal did not become law
A Section 363 rulemaking entered the process.

- Start the trip with enough battery to display the app if using it instead of a paper license.
- Consider carrying the physical license as backup when traveling in remote country.

Before you change your hunt, tackle or reservation because of a “new rule”
- Confirm the agency: CDFW, California Fish and Game Commission, NOAA/NMFS or another authority.
- Read the status word: proposed, adopted, approved, emergency, effective or expired.
- Find the effective date: do not substitute the adoption date.
- Look for approved regulatory language: especially when a CDFW summary page conflicts with a legal PDF.
- Check location: hunt zone, river reach, ocean management area and shoreline boundary matter.
- Check in-season action: essential for salmon, quota-managed fisheries and some marine resources.
- Check required validation/report card: license exemption does not automatically remove these.
- Save the rule offline: remote California fishing/hunting areas frequently have weak service.

Can I buy two California bear tags in 2026?
Yes. Approved Section 708.12 effective July 1, 2026 allows applicants to purchase up to two bear license tags during a license year. Some current CDFW fee-page wording still says one tag, but the approved legal amendment says up to two. The daily bag remains one bear.
When does California’s 2026 archery bear season open?
The 2026 archery bear season opens August 15 and runs through September 6. Cubs and females accompanied by cubs may not be taken.
What changed for California bighorn sheep in 2026?
Zones 11, 12 and 13 were added in San Bernardino County and the approved overall tag allocation increased from 30 to 33. Tagholders also have detailed equipment and post-harvest obligations, including a 15X spotting telescope requirement and 24/48-hour notification/checking requirements.
What changed for California elk hunting in 2026?
Changes effective July 3 include allowing qualifying single-slug shotguns on SHARE elk hunts, limiting a person to one elk tag per license year across the specified elk programs and defining a Balance of State Elk Management Zone.
Did California adopt new pronghorn rules in 2026?
No. A rulemaking was proposed, but the Fish and Game Commission decided on April 16, 2026 not to proceed with it.
What is the 2026 Colorado River Zone goose limit?
There is currently an official-source discrepancy. CDFW’s web summary says 24 geese per day with up to 20 white and four dark geese, while the approved Section 502 regulatory language says 25 per day with up to 20 white and five dark geese. CDFW labels its web page a summary rather than legal language, so consult the approved regulation and verify the discrepancy before hunting.
Did Klamath River Chinook reopen in 2026?
Yes. Chinook fishing returned after three consecutive years of closure. The Klamath late spring-run period ended August 14 and the fall-run season begins August 15, 2026. The fall framework allows two Chinook per day with no more than one adult greater than 23 inches, subject to current reach, quota and regulation details.
Is the 2026 Klamath ocean salmon fishery still open?
No. The 3,900-Chinook spring/summer harvest guideline for the Klamath Management Zone was attained and the area is closed for the remainder of the 2026 recreational spring/summer season.
What changed for nearshore shark fishing in California?
Under the 2026 emergency regulation south of Pigeon Point, recreational anglers fishing from shore or within 1,000 yards of the mean high tide line may not use wire or metallic lines or leaders, and may not use hooks greater than 1.5 inches at the widest inside measurement.
Can I keep a white sturgeon in California in 2026?
No. White sturgeon fishing is catch-and-release only. Open seasons vary geographically, and some waters or dates are closed entirely.
When is the new California sturgeon report card due?
The updated season-based Sturgeon Fishing Report Card covers the October 1 through June 30 season and is due by July 31 after the card expires. The dedicated sturgeon program should be used instead of legacy January reporting language that remains on parts of the generic license FAQ.
Are California’s fishing regulations adopted August 13, 2026 effective now?
No. As of August 15, 2026, the Sport Fishing 2026 Inland and Marine package has been adopted by the Commission, but its Office of Administrative Law filing and decision remain pending and an effective date has not been posted.
Can the CDFW License App replace my physical report card or hunting tag?
No. The app can display eligible sport fishing and hunting licenses and validations, but proof of report-card purchase does not replace the physical report card, and hunting tags must still be carried physically in the field.
Is a screenshot of my CDFW digital fishing license valid?
No. The electronic license must be displayed through the official CDFW License App. The app can store eligible licenses for offline display if refreshed before the trip.
When is California’s next Free Fishing Day in 2026?
The remaining 2026 Free Fishing Day is September 5. Ordinary license requirements are waived for the day, but bag limits, size limits, closures, gear restrictions and applicable report-card requirements remain in force.
