California fishing rules from Sierra streams to Pacific waters
California regulations change by waterbody, season, ocean management area, depth, species and fishing method. Use this guide to find the statewide baseline first, then check the exact exception that controls your lake, river, beach, pier or offshore trip.
Important fishing status for August 8, 2026
Klamath ocean salmon
The Klamath Management Zone from the Oregon border to 40°10′ N is closed for the remainder of the 2026 recreational ocean salmon season after its harvest guideline was reached.
Fort Bragg ocean salmon
The area from 40°10′ N to Point Arena is open August 1–9, subject to the applicable harvest guideline. It closes August 10.
San Francisco ocean salmon
Point Arena to Pigeon Point is open through August 31 unless an earlier in-season action closes the fishery.
Monterey & Southern salmon
Pigeon Point south to the U.S.-Mexico border remains within its scheduled spring/summer season through August 31, subject to in-season management.
White sturgeon
California’s white sturgeon sport fishery is currently closed. When the legal season reopens, it remains catch-and-release only.
Pacific halibut
Open north of Point Arena through November 15 and south of Point Arena through December 31, or until the statewide quota is reached earlier.
Southern groundfish — boats
Through September 30, boat-based groundfish fishing in the Southern Management Area is limited to the inshore side of the 50-fathom Rockfish Conservation Area boundary.

Recreational lobster fishing reopens October 2, 2026 at 6:00 p.m.

These are useful statewide starting points from the 2026 Freshwater Sport Fishing Regulations. Special waters listed later in the regulation book can override them.

General stream harvest mode

A license exemption does not automatically exempt you from a report card
CDFW requires report cards for specific fisheries even when the person does not otherwise need a sport fishing license — including qualifying anglers under 16, public-pier anglers and people fishing on a Free Fishing Day.
Steelhead Report Card

River salmon rules are separate from the ocean salmon season
California’s Klamath-Trinity and Smith River salmon fisheries use inland regulations and North Coast Salmon Report Card requirements. Do not apply the ocean salmon bag limit to a river simply because the same species is involved.
Record the required fishing date/location information on the North Coast Salmon Report Card as directed by the regulation.
Record required salmon encounters/harvest according to the card instructions rather than trying to reconstruct the trip later.
California reopened Chinook sport-fishing opportunities in several Klamath-Trinity and Central Valley systems in 2026, but exact river reach and date remain critical.
California white sturgeon is now a zero-harvest sport fishery
Season closed
The 2025–26 catch-and-release season ended June 30. The next seasonal opening begins October 1 in authorized waters.
0 fish
White sturgeon is catch-and-release only. No white sturgeon may be retained.
One barbless hook
Only one single-point, single-shank barbless hook is allowed when fishing for white sturgeon.
60″+ stays wet
A white sturgeon over 60 inches fork length may not be removed from the water. Special handling restrictions also prohibit methods such as gaffing.
A California Second Rod Validation does not authorize two rods everywhere
Allows two rods/lines in eligible inland waters.
A second-rod validation does not override waters restricted to artificial lures or barbless hooks where the second-rod privilege is not allowed.
Inland fish may not be intentionally snagged.
The distance between terminal hook/lure and attached weight is restricted in covered anadromous waters.
Some North Coast streams can close when flows drop too low
California’s low-flow regulations protect salmon and steelhead when stream conditions become unsuitable. A water can appear to be within its normal calendar season but still be closed under the low-flow rule.
California ocean rules are divided by management boundaries
For species such as groundfish and salmon, your latitude or named coastal boundary can change the season even when the boat is only a short distance from another management area.
California-Oregon border south toward Cape Mendocino. The Klamath ocean salmon zone is currently closed.
Cape Mendocino / 40°10′ N south to Point Arena. Ocean salmon is open only through August 9 under the latest 2026 in-season modification.
Point Arena to Pigeon Point for the groundfish management area. Cordell Bank has an additional all-groundfish prohibition.
Pigeon Point to Point Conception. Boat-based 2026 groundfish is open all depths April–December, subject to MPAs and other closures.
Point Conception to Mexico. Boat-based groundfish has a special 50-fathom seasonal pattern and eight Groundfish Exclusion Areas.

CDFW’s July 28 in-season update closed this zone after the applicable harvest guideline was reached.

Ocean salmon must remain in the required identifiable form aboard a vessel.
Rockfish, cabezon, greenling & lingcod: know the aggregate before the depth
Rockfish + cabezon + greenlings, subject to species sublimits.

What is the general California trout limit?
Most California trout waters use a general limit of five trout per day and ten in possession, but exact seasons, gear, size and bag limits vary by water. Lakes and reservoirs are generally open year-round unless specially regulated, while the general stream harvest season runs from the last Saturday in April through November 15.
When did California’s general 2026 trout stream season open?
The general 2026 trout opener was Saturday, April 25. Special waters can have different opening dates, year-round seasons, zero-bag rules or tackle restrictions.
What is the general California black bass limit?
The usual lake/reservoir baseline is five black bass with a 12-inch total-length minimum. Numerous waters have special regulations, including catch-and-release lakes and different minimum sizes.
Is California ocean salmon fishing open in August 2026?
It depends on the management area. As of August 8, the Klamath Management Zone is closed. Fort Bragg is open through August 9, while the San Francisco and Monterey/Southern areas have scheduled August opportunities subject to harvest guidelines and in-season action.
Can I keep a white sturgeon in California in 2026?
No. California’s white sturgeon sport fishery is catch-and-release only when the season is open. The fishery is currently closed through September 30 and is scheduled to reopen October 1 in authorized waters.
Do I need a report card if I am under 16?
Possibly. CDFW requires the appropriate report card for any person fishing in covered steelhead, sturgeon, spiny lobster or North Coast salmon fisheries, even when the person is otherwise exempt from buying a sport fishing license.
Can I use two fishing rods in California?

What is the California rockfish bag limit?
The 2026 RCG complex limit is ten fish in combination per person, with species-specific sublimits such as one copper rockfish, two canary rockfish and regional vermilion/sunset rockfish limits. Several protected rockfish species may not be retained at all.
What is the California lingcod limit?
The recreational limit is two lingcod per person with a 22-inch minimum total length, subject to the applicable groundfish management-area season and depth restrictions.
When does California spiny lobster season open in 2026?
The 2026–27 recreational spiny lobster season opens at 6:00 p.m. on Friday, October 2, 2026. The bag and possession limit is seven and a Spiny Lobster Report Card is required.
What is the difference between California halibut and Pacific halibut rules?
California halibut has a 22-inch minimum and a bag limit of two north of Point Sur or five south of Point Sur. Pacific halibut has a one-fish daily and possession limit, no minimum size and a quota-controlled 2026 season with different closing dates north and south of Point Arena.
Do California fishing regulations still apply on Free Fishing Day?
Yes. The ordinary sport fishing license requirement is waived on California Free Fishing Days, but seasons, size limits, bag limits, gear restrictions, report cards and protected-area rules remain in force. The next 2026 Free Fishing Day is September 5.
