Striped Bass Fishing Regulations: Size & Bag Limits

U.S. striped bass rules • reviewed August 15, 2026

The same striped bass can be a keeper, mandatory release—or illegal to target

The answer depends on where the fish is swimming. Atlantic state waters, the federal EEZ, the Hudson, Delaware River, Chesapeake Bay, Potomac and landlocked reservoirs can all use different size, season, bag and tackle rules.

28–31″ ocean slot Producer-area exceptions Federal-water closure Circle hooks No-targeting seasons Landlocked stripers
Fast answer

What is the striped bass bag and size limit?

Atlantic ocean framework 1 fish

Most Atlantic coastal recreational fisheries use a one-fish daily bag.

Common ocean slot 28–31″

State wording at the exact 31-inch edge can differ.

Chesapeake harvest 19–24″

One fish when an applicable harvest season is open.

Hudson River 23–28″

One fish during New York’s tidal Hudson harvest season.

Atlantic federal EEZ CLOSED

Do not fish for Atlantic striped bass in the federal EEZ.

There is no nationwide 28–31 inch rule. Pennsylvania uses a special 22–less-than-26-inch spring slot in part of the Delaware River, Maryland and the Potomac use 19–24 inches during open harvest periods, the Hudson uses 23–28 inches, and inland states can use completely different rules.
Current status • August 15, 2026

Major striped bass fisheries do not have the same legal status today

NO TARGETING

Maryland Chesapeake

Maryland closes all Chesapeake Bay and tidal-tributary striped bass fishing August 1–31.

This is not simply “no harvest.” Attempting to catch striped bass is prohibited.

NO DIRECT TARGETING

Potomac mainstem

PRFC’s 2026 closure runs July 7–August 20.

Harvest reopens August 21 under the applicable 19–24 inch rule.

SUMMER SLOT ACTIVE

Delaware River / Bay

Delaware’s special 20–24 inch summer harvest slot runs July 1–August 31.

OPEN

Hudson River

New York’s tidal Hudson season runs April 1–November 30: 1 fish, 23–28 inches.

COASTAL HARVEST OPEN

Virginia coastal area

Virginia’s coastal season is open May 16–December 31: one fish, 28–31 inches total length.

REOPENS AUG. 21

Virginia Potomac tributaries

The summer/fall recreational period resumes August 21: one fish, 19–24 inches.

FEDERAL CLOSURE

Atlantic EEZ

Federal Atlantic waters remain closed to fishing for striped bass, including catch-and-release fishing.

Today’s status is intentionally separated from evergreen limits. Recheck the applicable agency before each trip because emergency, conservation-equivalent or in-season actions can change a fishery.
Understand the wording

“Closed,” “catch-and-release” and “no targeting” are not interchangeable

Maryland’s August Chesapeake closure and PRFC’s July 7–August 20 Potomac closure are important examples of why “I’ll just catch and release” is not always legal.
Which rule wins?

Use this striped bass regulation hierarchy

1 Current emergency / special order / closure
A current agency order can change a previously published season or limit.
2 Exact jurisdiction or producer-area rule
Hudson, Delaware, Chesapeake and Potomac rules can differ from the ocean fishery.
3 State coastal regulation
Use the state in whose waters the fish is actually caught, including its season and exact slot wording.
4 ASMFC coastwide management framework
ASMFC establishes interstate conservation requirements, but state/commission regulations are what anglers must follow locally.
5 Inland state or waterbody rule
Landlocked striped bass are outside the Atlantic migratory management shortcut.
Start with location

Where did you catch the fish?

1

Atlantic state waters

Start with the individual state’s recreational ocean rule. One fish and a narrow 28–31 inch class are common.

2

Federal Atlantic EEZ

Striped bass fishing is prohibited. Do not apply the state-water harvest slot offshore.

3

Producer-area river / bay

Hudson, Delaware and Chesapeake fisheries use special management measures designed around spawning stocks.

4

Interstate water

The Potomac and Delaware can involve state or commission rules that differ from nearby coastal-water regulations.

5

Landlocked lake / reservoir

Use that state’s freshwater regulation and the specific reservoir exception—not ASMFC’s ocean slot.

Atlantic offshore boundary

Cross the state-water line and the rule can change from “1 fish” to “do not fish”

Along most Atlantic states, the federal EEZ begins about three nautical miles offshore.

≈ 3 nautical miles
STATE WATERS The applicable state season, legal length, bag limit, circle-hook and possession rules control.
FEDERAL EEZ Fishing—including catch-and-release fishing—for Atlantic striped bass is prohibited under the federal closure.
Block Island transit nuance

Legal transit through federal water does not mean federal fishing is open

Federal rules contain a defined Block Island Sound transit provision for striped bass legally harvested in adjoining state waters.

TRANSIT EXCEPTION

Continuous transportation

Qualifying legally harvested fish may be transported through the defined federal transit area when the federal requirements are met.

NOT A FISHING EXCEPTION

Do not stop and target striped bass

The transit rule does not reopen the EEZ fishery. No striped bass fishing may occur during that federal transit.

Standardized measurement

A three-inch harvest slot makes measuring technique part of compliance

ASMFC total-length method

  1. Lay the fish flat.
  2. Measure in a straight line.
  3. Start at the tip of the snout.
  4. Squeeze the upper and lower tail forks together.
  5. Measure to the farthest end of the compressed tail.

Jurisdictions not already using this standardized definition have until January 1, 2027 to conform.

Typical ocean harvest-slot concept

RELEASE KEEP RELEASE
under 28″ 28″ narrow legal range 31″ area oversized
31-inch edge case

Do not assume every state’s “28–31” wording treats exactly 31.0 inches the same

Explicit “less than 31” states

Several jurisdictions explicitly state 28 inches to less than 31 inches, making a fish measuring exactly 31.0 inches outside the slot.

Agency shorthand

Public summaries sometimes display “28–31 inches” even when regulatory language is more precise.

What to do

When your fish is sitting on the upper boundary, use the exact current state’s regulatory wording—not a coastwide infographic.

Do not round down a borderline fish. A narrow harvest slot means an extra fraction of an inch can turn a keeper into a mandatory release.

Producer-area logic

Why Hudson, Delaware and Chesapeake rules differ from the ocean

HUDSON RIVER

23–28″ • 1 fish

The tidal Hudson is an important spawning and nursery system. Its harvest rule is intentionally different from New York marine waters.

DELAWARE SYSTEM

Seasonal slots

Pennsylvania uses a 22–less-than-26-inch April–May slot in part of the Delaware, while Delaware uses a 20–24-inch summer program July–August.

CHESAPEAKE

Maryland’s 2026 calendar contains harvest periods, catch-and-release periods and a full August no-targeting closure.

POTOMAC

PRFC controls mainstem

Mainstem Potomac fishing below Woodrow Wilson Bridge follows PRFC’s recreational order rather than simply Maryland or Virginia’s coastal rule.

Above Calhoun Street Bridge

Pennsylvania’s 2026 summary lists a year-round 28–less-than-31-inch striped bass/hybrid striped bass rule with a one-fish daily limit.

Tidal Delaware bait rule

When fishing with bait for any fish species in the tidal Delaware Estuary, Pennsylvania requires a non-offset inline circle hook.

Pennsylvania’s current summary also says it is unlawful to gaff or attempt to gaff any striped bass while fishing.
Natural bait

The fish can be legal while your hook is not

INLINE CIRCLE HOOK

Standard Atlantic bait approach

The Atlantic striped bass management plan requires circle-hook measures when anglers target striped bass with qualifying bait.

DON’T ASSUME A J-HOOK IS OK

State wording controls

States define their circle-hook, natural-bait and artificial-lure exceptions in their own regulations. Check the jurisdiction before baiting a hook.

ASMFC’s management framework defines bait broadly around aquatic or marine organisms used whole or in pieces. Your state’s current regulatory wording is the final compliance check.

Landing & cleaning

Do not turn a legal keeper into an unverifiable fish

Recreational gaffing

PROHIBITED

Amendment 7 established a coastwide recreational striped bass gaffing prohibition.

Where filleting is allowed

ASMFC’s Addendum II requires jurisdictions that authorize recreational filleting to retain the rack and limit possession to no more than two fillets per legal fish.

Safest default

Keep the fish whole and measurable until you have confirmed the exact state’s landing, transport and cleaning rule.

Stock Overfished
Overfishing occurring? No
Female SSB 191M lb
SSB target 247M lb

Female spawning-stock biomass vs reference points

197M threshold
247M target

The bar compares the latest accepted female spawning-stock estimate with the threshold and target; it should not be interpreted as a “percent rebuilt” calculation.

ASMFC’s latest review continues to highlight concern about seven consecutive years of low Chesapeake Bay recruitment. The next benchmark stock assessment is scheduled for peer review in 2027.
Catch-and-release matters

More than 90% of recreational striped bass catch is released alive

2025 live releases 11.6M
Modeled release mortality 9%
Assumed release deaths 1.0M
2025 harvest 1.4M

About 11.2 million pounds.

Release a striped bass with the next cast in mind

  • Use tackle strong enough to shorten the fight.
  • Have pliers and de-hooking equipment ready before the fish reaches you.
  • Keep the fish in the water whenever practical.
  • Wet your hands before handling it.
  • Support a large fish horizontally rather than hanging it vertically from the jaw.
  • Keep photos brief.
  • Release the fish promptly once it can swim strongly.
2026 management clarification

No—the proposed additional 12% striped bass reduction was not adopted

CONSIDERED

Up to 12% reduction

Draft Addendum III considered an additional 2026 reduction in fishery removals.

FINAL DECISION

Status quo maintained

The Atlantic Striped Bass Management Board decided not to proceed with that proposed reduction and maintained existing recreational measures.

Addendum III instead made changes including standardized total-length measurement and provided Maryland flexibility to change its Chesapeake recreational season baseline.
License is not the only document

Some striped bass fisheries require a saltwater or marine registry

NEW YORK

Recreational Marine Fishing Registry

New York’s no-fee registry applies to qualifying anglers age 16+ fishing the Marine and Coastal District or for migratory marine fish, including striped bass in covered tidal waters.

PENNSYLVANIA

Saltwater Angler Registry

Anglers targeting or catching striped bass in the Delaware River below Trenton Falls or in the Delaware Estuary must satisfy the applicable saltwater angler registration requirement.

MAINE

Saltwater Recreational Fishing Registry

Maine uses a saltwater recreational registry with listed exemptions. Check your license/registration status before targeting migratory stripers.

Practical lesson: “I have a fishing license” does not automatically answer every striped bass documentation requirement.
Inland identification

Pure striped bass, hybrid striped bass and white bass can have different rules

Striped bass

Pure Morone saxatilis. Atlantic migratory fish and landlocked populations are managed under very different regulatory systems.

Hybrid striped bass

Often called hybrid, wiper, sunshine bass or palmetto bass. Inland regulations frequently combine hybrid and striped bass in one daily limit.

White bass

Usually regulated separately. Do not assume the striped/hybrid bag automatically includes white bass.

Do not identify a questionable fish only by whether its stripes look “broken” or “straight.” Use the fish-identification guide provided by the state where you are fishing.
Landlocked U.S. fisheries

Atlantic coast regulations stop being useful once the fishery is landlocked

TENNESSEE STATEWIDE

2 fish • 15″ minimum

Tennessee’s current statewide rule allows 2 striped or hybrid striped bass in combination with a 15-inch minimum.

Specific reservoirs can override this.

NORRIS RESERVOIR, TN

Seasonal rule change

April 1–Oct. 31: 2/day, 15″ minimum.

Nov. 1–Mar. 31: 1/day, 36″ minimum.

MELTON HILL, TN

Protected striped bass length

Two striped/hybrid fish combined. Pure striped bass use a 32–42 inch protected-length range with only one over 42 inches.

Hybrid striped bass: 15-inch minimum.

MISSISSIPPI RIVER, TN

6 fish • no length limit

This is a special Tennessee exception, not the statewide striped/hybrid rule.

TEXAS STATEWIDE

5 fish • 18″ minimum

Texas counts striped bass and hybrid striped bass together under its statewide freshwater limit.

LAKE TEXOMA

10/day • 20 possession

No minimum length, but only 2 fish 20 inches or longer may be retained per day.

CALIFORNIA

2 fish • 18″ minimum

California’s introduced striped bass fishery is open year-round under its current statewide framework, subject to local exceptions.

CHECK THE RESERVOIR

Never stop at statewide

Reservoir-specific protected slots, seasonal minimums and combined striped/hybrid limits are common.

Information-gain example

One 29-inch striped bass — six completely different legal outcomes

Massachusetts state water Possible keeper

Falls inside the current regular ocean slot, assuming all other rules are satisfied.

Maryland Chesapeake during harvest Release

Too large for the 19–24 inch Bay harvest slot.

Hudson River Release

Above New York’s 23–28 inch producer-area slot.

Federal Atlantic EEZ Fishery closed

The problem is not the 29-inch length—the act of fishing for striped bass there is prohibited.

California Possible keeper

Exceeds California’s current 18-inch minimum, subject to bag and local rules.

Melton Hill, Tennessee Different rule again

Pure striped bass use that reservoir’s special protected-length framework.

High-risk mistakes

Fourteen striped bass regulation mistakes to avoid

Using 28 inches as a simple minimum

Oversized fish can be illegal under a slot.

Keeping an exact 31-inch fish without checking wording

Several states explicitly say less than 31.

Fishing the federal EEZ

The Atlantic federal closure includes catch-and-release fishing.

Applying an ocean slot in Chesapeake Bay

Maryland’s harvest slot is 19–24 inches when open.

Applying the ocean rule in the Hudson

Hudson producer-area slot: 23–28 inches.

Missing Pennsylvania’s spring slot

22–less-than-26 inches in the specified Delaware reach.

Catch-and-release fishing in a no-targeting closure

No-targeting means do not intentionally fish for the species.

Using the wrong hook with bait

Circle-hook requirements are a major Atlantic conservation rule.

Gaffing a recreational striper

Recreational gaffing is prohibited under the coastwide framework.

Filleting before the fish can be verified

Landing and rack-retention requirements can apply.

Ignoring a saltwater registry

NY, PA and Maine provide examples of additional registration layers.

Using Tennessee’s Mississippi River exception statewide

Statewide TN is 2 combined, 15-inch minimum.

Calling every striped-looking fish a pure striper

Hybrids may be counted differently inland.

Using last year’s screenshot

Always check current agency action before the trip.

When the boundary is confusing

Ask the fisheries office a question they can answer precisely

Use this script:

“I’m fishing [exact water and nearest boundary] on [date], targeting striped bass from [shore/private boat/charter]. I’m using [natural bait/artificial lure]. Can you confirm whether targeting is currently open, the legal size slot, daily and possession limits, circle-hook rule, and which jurisdiction controls this location?”

Practical FAQ

Striped bass regulation questions

What is the striped bass size limit on the Atlantic coast in 2026?

Many Atlantic ocean recreational fisheries use a narrow slot beginning at 28 inches and ending around 31 inches, with one fish per person per day. Exact upper-bound wording and seasons vary by jurisdiction, so check the state where the fish is caught.

How many striped bass can I keep per day?

The standard Atlantic ocean recreational framework is generally one fish per angler per day, but this is not a nationwide limit. Producer-area rivers, bays and landlocked fisheries can use other bags.

Is a 31-inch striped bass legal?

Do not assume it is. Several states explicitly regulate the ocean slot as 28 inches to less than 31 inches. When a fish sits exactly on the upper boundary, use the exact current regulatory language for that jurisdiction.

Can I fish for striped bass in federal Atlantic waters?

No. The federal Atlantic EEZ is closed to striped bass fishing, including catch-and-release fishing. A defined Block Island Sound transit provision does not create permission to fish in federal waters.

What is the Hudson River striped bass limit?

New York’s tidal Hudson River north of the George Washington Bridge has a one-fish daily limit with a 23-to-28-inch harvest slot during the April 1 through November 30 season.

What is Maryland’s Chesapeake Bay striped bass limit in 2026?

During the principal open harvest periods, Maryland uses one fish per person per day from 19 through 24 inches. The 2026 calendar also contains release-only and no-targeting periods, including a complete August 1 through August 31 no-targeting closure.

Can I catch and release striped bass in Maryland during August 2026?

Not in Maryland’s Chesapeake Bay and tidal tributaries during the August 1 through August 31 closure. Maryland states that no targeting is allowed and attempting to catch striped bass is illegal during that period.

What is the 2026 Potomac River striped bass limit?

PRFC’s 2026 recreational order provides a one-fish daily limit from 19 through 24 inches during the open May 16–July 6 and August 21–December 31 summer/fall periods. Direct targeting is prohibited July 7–August 20.

What is Pennsylvania’s Delaware River striped bass limit?

From the Pennsylvania state line upstream to Calhoun Street Bridge, the 2026 rule is one fish from 28 to less than 31 inches during January 1–March 31 and June 1–December 31. During April 1–May 31, the special harvest slot is 22 to less than 26 inches.

Do I need a circle hook when fishing for striped bass with bait?

Atlantic striped bass management requires state circle-hook measures when targeting striped bass with qualifying bait. The exact bait definition, hook design and lure exceptions must be checked in the jurisdiction where you fish.

Can I gaff a recreational striped bass?

Recreational gaffing of Atlantic striped bass is prohibited under the interstate management framework. Individual states can also state the prohibition directly in their regulations.

Are inland striped bass subject to the Atlantic 28–31 inch slot?

No. Landlocked striped bass are governed by the applicable state’s freshwater rules and often by a reservoir-specific regulation. For example, Tennessee’s statewide striped/hybrid rule is two fish combined with a 15-inch minimum, while individual reservoirs can use different limits.

The rule that prevents mistakes

Ask “where, when, how long and which jurisdiction?” before asking “how many?”

A striped bass regulation is never just a number. The exact water decides the authority; the date decides whether targeting is open; the fish’s total length decides whether it fits the slot; and your bait, hook, permit and landing method can still decide whether the catch is legal.

Regulation review completed . Same-day agency verification is recommended before every Atlantic migratory striped bass trip.
