Do this before looking at the fishing limit.
Look for the specific “Below Lake Texoma including Shawnee Creek” note.
Texas bank, wading and boat fishing do not all use the same border-license rule.
Is the Texoma striper population actually strong?
TPWD and ODWC jointly monitor the fishery. The latest survey data gives a much better population signal than social-media catch photos.
Values are Striped Bass gill-net catch per net-night (CPUE), a fisheries survey index—not fish caught per angler trip.
Striped Bass were collected in the 2025 gill-net sample.
Smaller-size trend
TPWD says the proportion over 20 inches declined through the last three surveys and was below its 20% objective in 2025.
20″+ fish remain
Managers still report many fish over 20 inches, and most sampled Striped Bass reached about 20 inches by age 4 in 2025.

A 2026 peer-reviewed Lake Texoma study modeled decades of water temperature, dissolved oxygen and Striped Bass habitat.
Stripers can be squeezed between warm surface water and deeper water with inadequate oxygen. Larger adults have historically concentrated in the main/lower basin in summer where more cool, oxygenated habitat can remain.

A practical morning plan for the current August pattern
Idle & scan
Run across one channel-to-flat transition. Mark bait and fish before dropping anything.
Fish exact depth
Live shad or slab at the depth of the school. Keep baits slightly above fish when possible rather than below them.
Follow the school
If marks move 100–200 yards, reposition. Do not stay tied emotionally to the waypoint where the first fish bit.
Change zone
If bait disappears, move to another river-channel break or main-basin bait concentration instead of changing every lure in the boat.
Three Texoma striper rigs worth having ready
Downline / controlled-depth rig
A useful starting setup is a medium-heavy 6½–7½ ft rod, dependable reel, 15–20 lb mono or similar-strength system, sinker sized for depth/current, swivel, leader and a circle-style hook matched to the shad.
Vertical school rig
Keep several slab/spoon weights available rather than one fixed size. The useful weight is the one that reaches the fish while maintaining control in the current and boat drift.
Moving-school rig
A 3–5 inch shad-profile soft plastic on a jighead is a practical search presentation. Choose weight based on depth, speed and wind rather than lure fashion.
Build the rig from the rod to the bait

A longstanding TPWD-published winter pattern uses roughly a 1-ounce jighead with a 4–5 inch split-tail fluke.
Presentation
Hold the bait nearly still and horizontal rather than aggressively jigging it.
Move rule
If fish are present but no bite develops after roughly 15–20 minutes, reposition to another group instead of waiting indefinitely.

Texas allows personally caught live bait to be used on the same waterbody where it was caught.
Commercial live bait
Commercial bait has source/receipt rules. Once live bait contacts public lake water, Texas restricts it to that same waterbody.
Leaving the lake
Drain required water from vessels, livewells, bilges and other onboard receptacles when leaving public fresh water.

TPWD Item 208 allows fishing in both Texas and Oklahoma waters of Lake Texoma without additional state fishing licenses.
What to do after opening the TPWD license page
The page should also state that the license is valid only on Lake Texoma.
If your trip stays entirely within one state’s water and you already have that state’s appropriate license, another purchase may not be needed.

How to check scheduled hydropower before fishing the dam area
Southwestern Power Administration publishes projected generation schedules, while USACE publishes actual reservoir/release data. Use both because a projected schedule can change.
DEN is Denison.
SWPA schedules use hour-ending convention; the agency provides an example showing 1400 as the period from 1 p.m. to 2 p.m.

How to pick a Lake Texoma launch in four checks
A closer ramp that requires a long open-water run to your target can cost more time and fuel than a slightly farther drive.
Read ramp length/capacity, fee, operating season, operator and phone.

What USACE provides
USACE describes a wheelchair-accessible concrete fishing area adjacent to the Texas Damsite fishing wall below the powerhouse.
A state-issued free permit is required for that wheelchair-access fishing area.
What anglers must not confuse
USACE says the area is well known for Striped Bass, but it sits below Denison Dam.
Use downstream Red River limit/license rules—not Lake Texoma’s reservoir limit just because the location has “Texoma” in its name.
When paying for a Texoma striper guide can make practical sense
DIY is easier if…
- You already understand large-reservoir sonar.
- Your boat can safely handle Texoma’s open water.
- You can keep live shad healthy.
- You have enough trip time to search for moving schools.
- You understand the state-line and dam-rule boundaries.
A guide may save time if…
- It is your first Texoma trip.
- Your fishing window is only a morning.
- You do not have suitable sonar or boat equipment.
- You are bringing children or a larger group.
- You want to learn live-bait handling and school tracking.
If the striper bite is not happening, diagnose the problem in this order
1. No bait on sonar
Move. A famous waypoint with no forage is a weak reason to stay.
2. Bait present, no stripers
Scan the nearest break, deeper edge and adjacent flat before abandoning the area.
3. Stripers marked, no bite
Verify that your bait is actually at the fish depth. Then change speed or presentation.
4. School rises
Keep a swimbait or slab ready rather than re-rigging while surface activity disappears.
5. School vanishes
Search with sonar below the last surface activity before running miles away.
6. Flow changes
Recheck the USACE release and reposition relative to channel current.
Clean, drain and dry before the trailer leaves Texoma

Answers to the questions that change the trip
Where should I look for Lake Texoma stripers in late August 2026?
The August 21, 2026 Oklahoma Department of Wildlife Conservation report rated Striped Bass good on live shad, sassy shad and slabs around channels, the main lake and river channel. In hot late-summer conditions, begin early and use sonar to find shad and Stripers rather than fishing a fixed GPS waypoint.
What is the Lake Texoma striped bass daily limit?
On Lake Texoma, the Striped Bass and hybrid Striped Bass daily bag is 10 fish combined and only two retained fish may be 20 inches or longer. Texas lists a 20-fish possession limit and prohibits culling Striped Bass and hybrids.
Are the striped bass rules below Denison Dam the same as Lake Texoma?
No. Texas regulations list no minimum length and a daily bag of five Striped Bass and hybrid Striped Bass combined below Lake Texoma including Shawnee Creek. This is different from the Lake Texoma 10-fish rule, so identify whether you are fishing the reservoir or the Red River below the dam.
Can I use a $12 Lake Texoma license below Denison Dam?
The Lake Texoma license is valid only on Lake Texoma. Texas also has specific licensing rules from Denison Dam to Shawnee Creek: a valid Texas license is required to fish from the Texas bank, while an Oklahoma license is required to wade-fish or fish from a boat in the specified border waters.
Can I catch live shad at Lake Texoma and take them to another lake?
Texas rules allow personally caught live bait to be used on the same waterbody where it was caught, but live fish cannot generally be transported from that waterbody in lake water to another waterbody. Commercial live bait has separate receipt and source requirements. Boats and onboard receptacles must also be drained as required before leaving public fresh water.
Location first, bait second, depth third, lure fourth
For the current late-August pattern, a practical starting plan is: Lake Texoma → early morning → main/lower-lake channel edge → scan for shad → identify striper depth → live shad/slab/swimbait → count 20″+ fish separately.
If you move below Denison Dam, stop and reset the plan because the license and bag-limit layer changes.
